Summary
Ash and his friends are walking in a forest. Jigglypuff pops out behind a tree as it's anxious to sing. Then they hear Officer Jenny yelling, "Stop thief!" They look behind them to see a man carrying a bag and holding a gun. A Growlithe comes and Officer Jenny tells Growlithe to attack him. The thief's gun gets thrown on the ground and Pikachu uses Thundershock on him. A whistle blows and a swarm of Growlithe surround Ash and his friends. A couple of officers come to help the man. Officer Jenny tells them that the "thief" is a police officer who's training the Growlithe. Ash scans Growlithe in his Pokédex and Misty understands why Growlithe is a perfect police Pokémon. Brock pets one of the Growlithe but the Growlithe growls at him. Officer Jenny tells them that Growlithe won't attack unless she orders them to attack. She tells Growlithe to line up and they all get in straight lines.

Team Rocket is in a tree looking at the Growlithe through their binoculars. James tells them that he has a plan for capturing the Growlithe. At the police station, Officer Jenny gives Ash, Misty, and Brock some food to eat. They all devour the food quickly. They discuss about how amazing the Growlithe are. Ash wants Pikachu to be put in special training. Togepi dropped a piece of food and goes to the edge of the table to pick it up. Pikachu worries that Togepi might fall and goes to save it. Pikachu slips and falls on the floor. Ash asks Officer Jenny if Pikachu can train with her and she says that it's okay.

Early in the morning, a Dodrio sends out a wake up call. Officer Jenny blows her whistle and wakes up Ash. She turns on the lights and says that it's time to start the training. Ash looks at the clock and notices that it's 4 o'clock. He goes back to sleep but Officer Jenny blows on the whistle again. Ash is now awake. They go outside and they see an obstacle course. Ash tells Pikachu to do its best. Officer Jenny tells Ash that he has to run the race too. Misty and Brock think that the training might be too tough for Ash. They race starts and Ash takes the lead. They cross a few obstacles but they lose the race. Now Ash and Pikachu are all tired out.

Suddenly, a Growlithe-looking vehicle smashes the wall and comes into the yard. Ash wonders what's going on. Team Rocket get out and they say their motto. All the Growlithe surrounds Team Rocket. Meowth is a bit scared of the Growlithe but Jessie and James don't seem to worry. Once they get the Growlithe, Team Rocket plans to use them to rob banks, musuems, and other buildings with valuable items. Jessie and James put on gas masks to protect their faces.

They pull out a tube of gas and spray it in the air so that Growlithe can't use their sense of smell. Then they take out another tube of gas and spray it in the air. Everyone's voices gets high and squeaky. Officer Jenny tells the Growlithe to arrest them. Because the Growlithe can't use their noses and because they can't hear Officer Jenny's voice (it's squeaky, remember?) they don't obey her. Jessie and James move onto phase two. They change into their Officer Jenny costumes. They are also holding megaphones that allow you to change your voice. Jessie switches her megaphone to a picture of Officer Jenny so her voice can change into hers. Jessie tells the Growlithe to do all sorts of tricks. James tells the Growlithe to tie Officer Jenny up and they do so. Jessie tells all the Growlithe to get in the van. Ash tries to stop them. Jessie tells the Growlithe to surround Ash, Misty, and Brock. Ash tries to battle the Growlithe but he left his Pokéballs and backpack behind. So did Misty and Brock. Pikachu uses Thundershock on the ground and the Growlithe move away from Ash and his friends.

Jessie changes into an "Ash" costume. The megaphone switches to Ash's voice. Jessie tells Pikachu to get in the van with the Growlithe. Ash tells Pikachu to not go with them and Pikachu stays with Ash. Brock tells them how Ash and Pikachu been through so much and that their relationship can't be broken. Jessie switches back to Officer Jenny. She orders the Growlithe to get Ash and Pikachu. Pikachu thundershocks them all but the Growlithe are still standing. Pikachu is tired out and falls to the ground. Suddenly, Jigglypuff comes and sings for 3 seconds and then it walks away. Officer Jenny frees herself and tries to explain to the Growlithe that Team Rocket are the bad guys. One of the Growlithe comes and bites Officer Jenny's hand. Then Growlithe remembers all the good times it had with Officer Jenny and licks her hand because Growlithe now remembers her. The Growlithe walk towards Team Rocket. They switch voices a few times but nothing works. Meowth drives off in the van because it's scared. Team Rocket runs out as they are getting chased by Growlithe.

Ash tells Officer Jenny that he likes Pikachu just the way it is. Officer Jenny wishes them all good luck on their journey. Brock picks up the megaphone and mimics Officer Jenny's voice. He says stuff to make Officer Jenny love him. Misty says that he's pathetic and Brock puts his head down. Ash and his friends continue their journey to Cinnabar Island. Jigglypuff sees the megaphone and gets an idea.
