Biography
Howard Clifford is the main antagonist of the movie Detective Pikachu. He is the rich founder of Ryme City. He wanted to merge people into Pokémon's bodies as he believes humans are flawed. He is also the creator of Mewtwo in the movie, and briefly went into it's body.
